Wisconsin Department of Public Instruction maintains a page that provides an overview about the state biennial budget and it’s structured development and approval process. In the fall of even-numbered years, state agencies submit budget requests to the governor. Using those requests, the governor prepares and announces the executive budget – typically around February of odd-numbered years. After the governor’s budget is submitted, the budget writing committee – the Joint Committee on Finance – reviews and modifies the budget, shaping it into the legislature’s version. After passing through the JCF, the bill goes for discussion and vote to the full Assembly and Senate.
